As if this was not enough, the idiot with the black Peugeot parked on the walkway.
Needless to say, noone is ever complaining, noone is ever been fined.

Unfortunately, this kind of thing happens in the USA as well. There are signs posted at each parking space indicating that they are for 'Handicapped' parking only. Furthermore, the signs state a $500 fine or imprisonment if used by anyone without a handicapped tag to hang from the rear view mirror. In my state, the law is enforced.
It is a problem in the UK too - I've just linked here from today's post on Hyde DP.

In Kuwait? Don't even ask. Every 2nd guy is a road hog and "selfish" is their middle name.
Pretty much every kind of selfish and illegal behaviour takes place on our roads, in fact the daily death toll from speeding and drunk driving is given on the evening TV news, over 1200 so far this Christmas!! Some shopping centres clamp the tyres of anyone parking in a disabled bay without a permit, and they have to pay a big fine to get the clamp to be removed!
same thing happens in MAlaysia. THough I do remember Perth, Australia, the people were very conscientious about this sort of thing, and the cops vigilant about fines and warnings.

It's funny that no matter where you go people park badly!
This is really annoying and I know some areas are now using cctv to monitor these spots I was buying some homebase garden furniture and noticed a handicapped driver trying to find somewhere to park because these selfish people had taken up the spaces, about 10 mins later as I was leaving a warden placed tickets on six cars all in disabled spaces.
